The CBSA (Canada customs) website, tells you what you need, to clear your own

shipment at https://www.cbsa-asfc.gc.ca/import/courier/lvs-efv/prsn-eng.html#_s2

You then call UPS at 1 800 742 5877, choose your language, then press option 3.

Tell them you wish to self clear your shipment. They will ask you for some

shipping info, including the tracking number, and your email.

Take a print out of the document they send you into CBSA and pay your taxes

Note: this is not at the border. Call CBSA to find out where the closest office is where

you can pay your taxes. Once you've paid, CBSA will provide you with a 'B15' form

showing that you've paid your Taxes. You submit all the rubber stamped

documents back to UPS and you're done. The only difficulty I ran into was that the

border agent didn't know what was required and kept asking for a waybill or a

cargo tracking number; neither is generated by UPS for such a small shipment, and

aren't required (you just need your shipment tracking number)

I recommend going in with the CBSA website open to the requirements

section, just in case you run into the same problem I did.
